Notice is hereby given that bids will be received at the office of the Madison County Commissioners, 1 North Main Street, London, Ohio, 43140, on Tuesday, March 4, 2025 at 09:30 A.M., Ohio Standard Time for the purpose of furnishing commercially produced STONE AND GRAVEL (2025 Stone and Gravel) of various sizes required for the general construction and maintenance of Madison County Roads during the year 2025 according to specifications on file in the Madison County Commissioners’ Office. The bids will be opened and read aloud immediately thereafter at the same date, time, and location.

 

Bids shall be submitted on forms furnished by the Madison County Engineer in a sealed envelope marked “2025 STONE AND GRAVEL” on the outside.  Sealed bids shall be submitted to the Madison County Commissioners’ Office at the address listed above.

ASPHALT MATERIALS shall conform to the 2016 edition of the Construction and Materials Specifications of the Ohio Department of Transportation and the attached Supplemental Specifications. ODOT CMS Section 401.20, Asphalt Binder Price Adjustment shall not apply.

 

Bids shall have separate unit prices for all items.

 

Bids will be for furnishing of materials.

 

As specified in R.C. 153.54, a bidder (OF CHIP SEAL ASPHALT EMULSIONS ONLY) must submit a bid guaranty in the form of either:

(1) a bond for the full amount of the bid,  or

            (2) a certified check, cashier’s check, or letter of credit in the amount of 10% of the bid.

All proposals shall be submitted electronically through the web service www.bidexpress.com.  The bid shall be accompanied by a Bid Security in the form of a bid bond in the amount of one hundred percent (100%) of the bid or a certified check in the amount of ten percent (10%) of the bid.  In addition to the Bid Security, a Performance Bond is required for this project in the amount of one hundred percent (100%) of the total project cost.

REQUEST FOR RELEASE OF FUNDS

On or about, but not before October 4, 2022, Madison County will submit a request to the State of Ohio for the release of Federal funds under Section 104 (g) of Title I of the Housing and Community Development Act of 1974, as amended; Section 288 of Title II of the Cranston Gonzales National Affordable Housing Act (NAHA), as amended; and/or Title IV of the Stewart B. McKinney Homeless Assistance Act, as amended; to be used for the following project(s):e

FINDING OF NO SIGNIFICANT IMPACT

Madison County has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) which is available for review on the Madison County website at https://www.co.madison.oh.us.  The ERR may also be provided upon request electronically via email.  Please submit your request by U.S. mail to the Madison County Commissioners, 1 North Main Street, London, OH, 43140 or by email to commissioners@madison.oh.gov.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Madison County Commissioners by U.S. mail or email at the addresses aboveAll comments received before October 4, 2022, will be considered by Madison County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

Madison County certifies to the State of Ohio that Chris Wallace in his capacity as Chairman of the Madison County Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Madison County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The State of Ohio will accept objections to its release of funds and Madison County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Madison County Commissioners; (b) Madison County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Ohio; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Ohio Department of Development, Office of Community Development at OCD@development.ohio.gov.  Potential objectors should contact the State of Ohio to verify the actual last day of the objection period.

Madison County will be applying to the Ohio Development Services Agency (ODSA) for Community Development Block Grant (CDBG) funding under the Residential Public Infrastructure Grant (RPIG) Program. Community Development Block Grants are federally-funded grants administered by the state.  Madison County is eligible for up to $750,000 in RPIG funding, providing the county meets applicable requirements. 


On February 8, 2022 Madison County conducted its first public hearing to inform citizens about Community Development Block Grants, how they may be used, what activities are eligible, and other important program requirements.   


Based on both citizen input and local officials’ assessment of the needs of the county, Madison County is proposing to undertake the following CDBG activity under the RPIG Program. 


Summerford Sanitary Sewer Project 


A second public hearing will be held June 30th, 2022 at 7:00 PM at the Somerford Township Hall, 91 State Route 56 NW, Somerford, Ohio to give citizens an adequate opportunity to review and comment on Madison County’s proposed RPIG Program applications, including the proposed activity summarized above, before Madison County submits the application to the Ohio Department of Development. 


Citizens are encouraged to attend this meeting on June 30th, 2022 at 7:00 PM to express their views and comment on Madison County’s proposed RPIG application. ​

Request for Proposals (RFP) Comprehensive Case Management Employment Program (CCMEP)5/4/2022

​Madison County Department of Job and Family Services (MCDJFS) intends to enter into a contract for a Comprehensive Case Management Employment Program to serve youth aged 14-24 with barriers to employment through the Department of Labor’s Workforce Innovation and Opportunity Act (WIOA) with one or several organizations to assist in providing 14 essential elements that provide services to eligible youth seeking assistance in achieving academic and employment success provide effective and comprehensive activities which include a variety of options for improving educational and skill competencies and to provide effective connections to employers.

• Contracts will be open to any providers with appropriate qualifications. Submitted proposals must be completed according to the specifications and provisions outlined in the Request for Proposal (RFP) on or before Friday, May 3, 2022 at 4:00pm. Proposals will be opened, notated and reviewed thereafter at the Madison County DJFS office. The terms of the contract shall be 12 months, effective June 6, 2022 through June 30, 2023 with the option to renew for 2 additional 1-year periods, without the release of another RFP. The proposal must outline in detail all aspects of the bidder’s system and their ability to meet the requirements of this contract and contain sufficient information for MCDJFS to make an informed decision of the quality of costs of the services proposed. Madison County Department of Job and Family Services (MCDJFS) intends to enter into transportation contracts to provide transportation for our clients to medical and other miscellaneous appointments (outpatient, testing, etc.). Contracts will be open to any providers with appropriate qualifications, regular vehicles, wheelchair accessible vehicles, ambulatory services, etc. Submitted proposals must be completed according to the specifications and provisions outlined in the Request for Proposal (RFP) on or before Friday, May 28, 2021 at 12:00pm. Proposals will be opened, notated and reviewed thereafter at the Madison County DJFS office. The terms of the contract shall be 24 months, effective July 1, 2021 through June 30, 2023 with the option to renew for one additional 1-year period, without the release of another RFP. The proposal must outline in detail all aspects of the bidder’s system and their ability to meet the requirements of this contract and contain sufficient information for MCDJFS to make an informed decision of the quality of costs of the services proposed. The contract(s) will be awarded to the bidder(s) submitting the proposal(s) which, in the view of Madison County, is most advantageous, price and other factors considered. The Madison County Commissioners promote open and free competition, reserve the right to accept or reject any and all proposals, and to waive any informalities or irregularities in the best interest of the County.
